I. INTRODUCTION
DGRV’s project in Asia, supported by the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to achieve economic inclusion for all people through a sustainable cooperative system. To achieve this goal, the project focuses on three main pillars:
- Strong cooperatives in countries will be a solid foundation to ensure economic development.
- Safe and sustainable development mechanism is enhanced in the cooperative system.
- Knowledge of cooperatives, along with the corresponding training and education system, is consolidated and enhanced.
In Vietnam, DGRV supports the development and transformation of the cooperative sector by sharing expertise on cooperatives and providing technical assistance through short- and long-term consultations at the macro (Ministries and Departments), meso (Vietnam and provincial cooperative alliances), and micro (cooperatives) levels.
In 2025, DGRV will collaborate with the Southern Vocational and Cooperative Staff Training School (SVCT) to organize the “Startup with the Cooperative Model” Camp, aiming to provide opportunities for an in-depth understanding of the cooperative model and to strengthen business planning and cooperative management skills for founding groups and farmer groups, encouraging creativity and entrepreneurship associated with the collective economic model. Through training, hands-on activities, and idea competitions, the program will select feasible models for further training and specialized consulting, thereby contributing to the formation and sustainable development of cooperatives while promoting the entrepreneurial movement in the collective economic sector.
To support participant groups at the camp, DGRV needs to cooperate with two experienced experts for direct sharing and consulting during the 2-day program.
II. OBJECTIVES
- Share essential knowledge and skills on starting an agribusiness, prioritizing examples linked with the cooperative model.
- Provide practical consulting on building business plans, management, and market development.
- Inspire and share real-world experiences to enhance the entrepreneurial capacity and successful business potential of founding groups.
III. TASKS OF THE CONSULTANT
Invited experts will perform the following tasks:
- Share their own practical entrepreneurship and business experiences and discuss agricultural business, encouraging the use of interactive sharing methods.
- Provide direct consulting and feedback for each founding group within activities such as:

- Developing business plans for specific ideas (focus on feasibility analysis for products/services, competitors, risks, etc.).
- Financial management and human resource management.
- Product/service development and market access
- Serve as members of the judging panel.
- Closely coordinate with the DGRV team and organizing unit to ensure the quality and timely progress of activities.
IV. REQUIREMENTS FOR THE CONSULTING SERVICE
Consultants must meet the following criteria:
- Experience related to startups or agribusiness.
- Understanding of business planning, management issues, and market access.
- Experience in training or consulting for startup/cooperative groups is an advantage.
- Good presentation, sharing, and group facilitation skills.
- Priority given to candidates who have participated in rural development or cooperative projects.
V. DELIVERABLES
- A concise final report after the activity (main content, achieved results, recommendations for founding groups).
